MRICS Chartered Quantity Surveyor | Commercial & Cost Management Expert | Programme Delivery Lead

As Managing Director, Stephen brings over 40 years of global experience in cost consultancy, commercial management, and major programme delivery across the U.K., Europe, Middle East, Caribbean, and United States. A Chartered Quantity Surveyor (MRICS) and experienced Associate Director, he has successfully delivered large-scale programmes across logistics, infrastructure, aviation, education, and high-tech manufacturing sectors.

Stephen’s professional focus is on developing robust commercial strategies, procurement frameworks, and risk management systems that drive cost certainty and project efficiency. He has held senior roles with leading international consultancies such as Arcadis and DBK group now (RPS Group) providing expert leadership across all project stages — from feasibility and tendering to execution and close-out.

Known for his analytical approach and commitment to excellence, Stephen ensures that Cosolco’s clients receive clear, data-driven advice that aligns technical performance with commercial success.

As Chief Executive Officer of Cosolco, Jeniffer provides strategic direction and oversees the company’s legal, technical, and operational framework. A dual-qualified professional — both Barrister-at-Law and Civil & Structural Engineer — she offers a rare and powerful perspective on the intersection of design, construction, and law.

With more than 20 years of international experience across the U.K., Caribbean, and U.S., Jeniffer has advised developers, contractors, and public agencies on major infrastructure, commercial, and mixed-use projects. Her expertise spans contract drafting and negotiation, risk management, and dispute resolution, supported by a deep technical understanding of construction processes and regulatory compliance.
